Rebecca Noftz

REBECCA "BECCA" NOFTZ

Rebecca “Becca” Noftz has called the Warsaw area home for more than two decades, building her career and raising her family in the community.

With a background in bioengineering and 24 years in Warsaw’s medical device industry, Becca has worked in engineering, project leadership, and regulatory affairs—experience that has shaped how she listens, solves problems, and approaches decisions with care and accountability.

Robert Osbun

ROBERT OSBUN

Robert is a retired former financial services manager. Robert served as Vice President & Branch Manager for Charles Schwab & Co in Campbell, California, Tucson, Arizona, and Honolulu, Hawaii.

He lives in Leesburg, where his family has had a home for over 80 years. Robert has been the treasurer for the Kosciusko County Democratic Party since 2024. He attended Warsaw High School, and earned a B.A. degree from Hanover College and Masters degree from The University of Denver.

Brian Smith

BRIAN SMITH

Brian is a third-generation resident of Plain Township, and his family’s roots here run incredibly deep. In fact, public service is in his DNA.

Years ago, his grandfather, Jewell Rogers, served this very township in one of the most literal, hardworking ways possible: by digging graves by hand to ensure our neighbors were laid to rest with dignity. That grit, dedication, and old-school work ethic are exactly what Brian intends to bring to township government.

DUTIES OF THE BOARD

In Indiana, the Township Advisory Board works alongside the Township Trustee to ensure local government runs smoothly. While the Trustee handles day-to-day administration, the Advisory Board acts as the legislative and financial oversight body.

ADOPTING THE BUDGET

The board reviews and approves the annual township budget, ensuring tax dollars are allocated efficiently.

FIXING THE TAX RATE

The board is responsible for thoughtfully evaluating and setting the township tax rate annually.

APPROVING CONTRACTS

The board must approve any township contracts, providing a necessary check and balance to operations.

ADVISING THE TRUSTEE

The board acts as an advisory council for the Township Trustee, offering guidance and community representation.

PUBLIC SAFETY - FIRE & EMS

Working alongside the Township Trustee to ensure robust fire protection and rapid emergency medical services (EMS) for all residents. This includes responsibly reviewing, funding, and authorizing contracts with local fire departments and first responders to keep our community safe and secure.

TOWNSHIP ASSISTANCE & EMERGENCY RELIEF

Overseeing the standards and funding for our township assistance programs. We are committed to ensuring a reliable safety net is in place to provide temporary, emergency relief for neighbors facing unexpected financial hardships, helping them secure basic necessities like shelter, utilities, and food during times of crisis.
